The contradiction that bedeviled us last week was that the community
group is just starting to see itself in consortium terms. It has a VERY
strong (we have documented it back to 1986) tendency to leave goal formation
to the university. But we KNOW that if the goal of a consortium is not
THEIR goal, it will flop. But they have the partnership idea up to the point
of it being bilateral (each institution to UCSD). Without the consortium,
some of its members to not have the $$ to carry their weight in the parternship,
but without them having hte money, we at UCSD do not have the resources
to include any but the rich among them in the partnernship, which would
defeat their individual goals of particiption and OUR individual goals
of maintaining DIVERSITY in the partnership, without which, we loose
leverage to provide our part of the $$ money.
>From what I can tell, a promising dialectic is in process, but anyone
who would bet on its success has been out drinking with the cosmic
fly.
