[xmca] submission of papers for sakai

A great number of people have asked to push back
the deadline for submission of papers
to be posted on our sakai/moodle format given
that they would like to submit them in
both the native language and English.

Thus, we have decided to extend it to August
15--but, please no later than that to give
us time to post them. And, those who have them
ready, please send as soon as possible.
