Vygotsky and Inclusion

I have begun reading Vygotsky's text on "Defectology", and again
am puzzled. Often when one talks of inclusion and multi-age
groups it is in reference to Vygotsky. What has puzzled me is
he tends to argue for the need of a "special school" for those
with disabilities. He argues that should be decided on
qualititive not quantitative measures, but still appears to
argue for seperation. He appears to argue for grouping of
children in there strengths rather than their weaknesses. He
does not appear to be argueing for heterogenous grouping, I am
curious with how he became synonomous with inclusion and
multi-age grouping?
