I am sure you are aware of the extensive documentation of policy and
practice in this field by the ILO (BIT) in Geneva. In Africa, where I have
had most experience with this field of service development, there is an
institute, established in the 1980s, entitled the African Rahabilitation
Institute, that publishes a number of reports and coordinates several
networks of non-governmental organizations active in the field.

Not as up-to-date as the citation may imply, but relevant to your
interests is the following article:

Nabuzoka, D. (1998). Contribution of psychology to services for disabled
people in Zambia. African Social Research, 39/40.

This journal has been difficult to find in Western libraries in recent
years, due to discontinuities of production rsulting in many libraries
allowing their subscriptions to lapse. If you would like to procure it
