An important factor is taking the focus of "fault" away from the
disablement and seeing it as a problem of the environment that the
disabled person is in. Seeing "existence" as the right of a disabled
person, is part of this refocussing. The education issue then is not one
of educating the disabled, but educating the barriers.
This education may also need to be given to those who "run" charities "on
behalf of"the disabled..
It might be interest to reform the questions you pose when the diabled
person is not perceived as "the problem".
