Deliberately constructed: I would not like to think so, because that would
mean constructed by the very few for the very few and would immobilize the
rest of us. And we are _not_ that paralyzed.
So: self-organized some levels up in the powers-of-ten zooming,
then. But "we" have also a quite long history of trying to affect those
levels too.
