Hi Steve-- Thanks: Handbook of Contemporary Soviet Psychology is correct.
I do not have a copy of my own at hand (do I have one at all??). What
I thought one could look for there was how individual differences were
represented but I don't even recall if Teplov's work is in there.
Jeffrey Gray (Grey) in England works(ed) on these issues. But as
I recall they were using Pavolovian-based typologies and I do not know
of connections to cultural-historical theorizing.

Yes Teplov's work is in there. Chapter 18 is called "Investigation of the
properties of the nervous system as an approach to the study of individual
psychological differences" is was co-authored by V.D. Nebylitsyn.
