I resonate strongly to your case for inefficiency, Don. I do the same.
For example, we have been experimenting with horizontal distance
ed through tv where whole classes interact and professors are helpers.
Very inefficient. But wow what an educational wallop!

So the instrument is a value in the sense that it was chosen with certain
goals(values) in mind and is subbordinated to them? I think I agree with
that (if I am interpreting you correctly) so long as we allow for
polysemy-cum-multivoicedness and loose coupling among parts of the system.
