Peter,

This seems to be one of the many 'open-access' journals that charges authors a fee for publication. And despite the official-sounding title, "The Canadian Center of Science and Education (CCSE) is a private for-profit organization delivering support and services to educators and researchers in Canada and around the world." Private, and for profit.
