I have been sleuthing a bit more on this possibly fishy journal.

It is one of a couple dozen new online-only journals from ScienceDomain International. They seem to have recruited a few respectable senior academics and a lot of junior or less known academics, often from developing countries. 

They claim to be following the Open Access movement in academic publishing, which is quite legitimate and in some forms probably even desirable and something we would support: free and open access to academic publications online.

They advertise a policy of discounts for publication charges to academics from developing countries.

I think these two features may have attracted interest even by some senior academics, but other things are fishy. So, the titles of their journals follow a very typical pattern (see their website http://www.sciencedomain.org/ ) as being the American Journal of this, and the British J. of that, and the International J. of something else. But none are affiliated with any national or international scholarly association, or for that matter with senior academics from the US or UK, except one or two here and there. Some of the titles are very close to those of established journals. Their website suggests that the creators of it are not native English speakers. It also very prominently features references to Nobel laureates on the grounds that these people support the Open Access movement generally; but they don't have any connection to their journals.

My concern with all this is that unsuspecting junior colleagues may be attracted to publish in these journals and later find out that promotions committees will not recognize these as valid publications. Both because the peer review may not be by well-respected people, and because of the perception of possible vanity publishing.

The Open Access movement is gaining traction and as a result many more organizations are authorizing funds to be used to pay publication charges, making a tempting pool of money available for people who might want to profit from academic publication in new ways. In some cases this is supposed to work by having the organization pay a fee to a regular journal (print or recognized online venue) so that the article in question will be made available online to non-subscribers for free. While I think most of us would like to see a not-for-profit system of publication that makes the widest possible access available while covering operating costs, I worry that some of the current models, and uncertainty about practices and standards, open up opportunities for abuse.

PS. It might be valuable for some of you out in xmca-land to take a look at the editorial boards of the ScienceDomain journals and see if the fish smells fresh, nor not.
