It seems to me that it's very useful to separate the term "conscious" from the term "control", particularly in understanding Mike's example. Assuming that Mike's interpretation is correct (and I think it is), Sasha DOES have control over whether to say "Yukky" or "John's dog". Sasha does NOT have control over whether to say "Yukky" or "Lucky". 
 
Sasha is also conscious that he does not have control over whether he says "Yukky" or "Lucky", although as Mike points out that consciousness may be purely negative. He may only sense that there is something about the term "yukky" which invites laughter, and that at the particular moment of speaking, laughter is not what he is interested in. 
 
This is what I rather unhappily called an "external" understanding: it might be better to call it "functional" as opposed to structural: a functional understanding of the passe compose is the ability to use it to tell stories, while a structural understanding of it is the recognition that although it appears similar to the English form imperfect ("I have said") the resemblance is purely external (oops!)
 
In the same way, little Sasha has a functional understanding that "Yukky" is a joke and not actually the name that he wants. But that understanding is just based on his memory of what happens when he tries to use the word (like one of Jim's favorite examples, "I'd like to propose a piece of bread!"). It doesn't extend to a phonological analysis of what it is that has to be controlled (the phoneme /l/ as opposed to /j/).  Similarly, I think that Sasha is NOT conscious that he DOES have control over the lexical items "Yukky" and "John's dog". 
 
We can see what "control" means. But what does "conscious" mean? In Chapter Six (Part Two) Vygotsky tries to unpick some of the horrible mess that Piaget has left by tangling Freudian ideas of (late arising) "subconscious" and (repressed) "unconscious" with the "nonconsciousness" of the child's ontogenetically earliest thought. 
 
He does this with a bold analogy with MICROGENETIC consciousness: tying a knot. When we tie a knot, our attention is on the knot, not on the tying. That is why we can very rarely say precisely how we did it (e.g. whether we went right-over-left or left-over-right, which is why adults find it so difficult to differentiate between tying a good solid sailing square knot and a "granny"). So, Vygotsky says, the child's attention is exactly where we would expect it: elsewhere, on the product of his actions, and not on the process of his thoughts. And it will remain there until the child is five to seven years old, just as Mike says.
 
But what about VERBAL processes? Well, I think here is precisely where we see the contradiction in all its exquisitude. Why, in order to master negation (which children do early and with great enthusiasm), the child has to pay attention to the product, to the word, and even to control it ("NO, I WON'T!"). But the child does not have to pay attention to the mental process of negation ('not"), which is why children will often negate propositions they do not understand at all ("Can you...?" "No, I don't").
 
Needless to say, I completely reject the idea that declarative and procedural knowledge are separate and do not interface. I don't agree that first language learning is never explicit and always implict, and I certainly don't agree that second language learning is always explicit and never implicit; I'm rather "choque/" that Jim is willing to seriously entertain it. 
 
Declarative consciousness develops out of procedural control, and not the other way around. I think that's actually as true of foreign language learning as it is of native language learning, although to see this we have to understand the consciousness brought by foreign language learning as an extension of our control of our native language concepts. This too is functional before it is strucural; it's the ability to go on talking after our native tongue has shut up.

I am still trying to digest the second language-scientific concept
discussion but have a question about
how one know's that a child is acquiring conscious control of language
output. If I understand correctly,
conscious control appears as a part of the 5-7 year shift in psychological
function conceived of by LSV, Piaget, Freud, and other developmentalists in
various ways .

How do I interpret this:

Sasha is about 29 months of age. He is walking and talking, but he has
difficulty with some sound combinations. L's at the beginning of words is
one such. So, he pronounces lucky as yukky. OK.

Sasha's parents take him to visit friends who have a dog that Sasha really
likes. His name is Lucky. For a couple of months, Sasha happily calls out
for "Yuckky" who obligingly turns up. The older folks around laugh at the
error. Sasha is oblivious. After all, his buddy came to play!! But a few
months later, arriving at the dog's house, Sasha says, "Where is.......
where is ...... where is John's dog?" People just stare and the moment
passes.

My interpretation is that Sasha has learned that in this case, there is
something about calling the dog Yukkie that evokes laughter and that he is
the subject of the laughter. He may have learned that dirty stuff is
referred to as yukky. Either way, he wants to avoid making a mistake that
will result in him being laughed at. He "catches himself in the act" of
saying Yukky and finds a grammatically and semantically acceptable
substitute.

How ought I to interpret this incident? Did he deliberately change what he
was saying?. If so, how could this be possible at such a young age? If not,
how did he do it?
