I hope no one hits delete and wipes out the attached article.
It is an excellent summary of the discussion on literacy (as practices and in larger social "contexts".)  
The discussion on being specific when using the term "contexts" and discussing the specific boundary issues pertaining to different uses of the construct of "contexts" is critical to keep in awareness.
The article is focusing on "print" literacy and its location in the larger debates on how literacy practices become essentialized and reified into cultural artifacts.
 
This process of abstraction or generalizing (what is sometimes referred to as the process of becoming "autonomous" literacy structures (Olson and Goody's theories are mentioned as examples of autonomous literacy structures) is contrasted with what they call micro-analytic ethnographic theories of literacy practices.
 
The BINARY contrast between the particular practices of local contexts VS the global DECONTEXTUALIZED contexts that are reified and autonomous seems to frame the discussion within a framework that leaves out other levels of "context".  
For example are particular schools  that teachers work in only  representing particular localized "contexts" or are they an INTERMEDIARY "context that translates the communication BETWEEN the more localized classroom micro-context and the more globalized literacy "context" of power structures in the culture? 
The other post on "fiction" as being more permanent and certain than our lived life points to this same reification and essentializing process that develops as moment to moment interactions form into structures which persist through historical time and become social "facts".
I do not know anything about ANT theory (literacy texts as artifacts AND human beings BOTH have AGENCY) mentioned in the article but the authors suggest it is a promising direction for further research. A subjective "sense of agency" as a construct and how it develops seems central to this discussion of literacy.
