[xmca] Article for discussion

All the events of recent weeks have put me behind with respect to articles
for discussion
and various coordination issues involving the xmca web page and provision of
artricles by
Taylor and Francis.

A new poll also needs to be created for a new issue of MCA and despite
interest shown in
Allan Luke's paper which IS on xmca papers for discussion, there has been
none.

To cut through to the paper you voted to discuss just before iscar, I attach
it.
