Hi Jose,
As an ex-international student at the USA, I think that Mike's note
is very relevant. My experience is that, for the reasons Mike makes
explicit, private universities at the USA are more receptive to
international students than public ones, specially if applicants have
a strong application portfolio. So, my small piece of advise would be
to take that issue into consideration when applying. I would also
recommend trying to apply using the support given by the Fulbright
commission and the IIE http://www.iie.org/, which might have programs
in your country.
