Have you read

Cobb, P., & McClain, K. (2006). The Collective Mediation of a High-Stakes
Accountability Program: Communities and Networks of Practice. Mind,
Culture, and Activity, 13(2), 80-100.

This article was selected for XMCA discussion, but it hasn't been
discussed much. I read it when it appeared, & there's a lot I'd like to
discuss, but I did not have the time then.

Anyway, it does show CHAT successfully at work in the NCLB environment
(or so the authors claim, justifiably, as far as I can tell).

Incidentally, they also refer to another site where there was not a
successful community of practice. Apparently this is or will be written up
elsewhere. Interpretation from the one case is incomplete without the
other, contrasting case, IMHO.
