One thing to remember about these statistics is that they've been
that way for a while under Democratic leadership. Bush just
inherited them. Although it would have been nice to have seen
changes in Bush's term, Texas tends to be conservative, whether under
Democratic leadership, or Republican. Plus in Texas, the governor
actually has less power than the lieutenant governor.
