I think that it is coherent to mandate transmission of knowledge/skill since
the transmission of ways how and what to teach(i.e., mandate)
institutionally congruent with transmission of knowledge tested by the
authority. In other words, the educational philosophy of transmission of
knowledge fits the institutional organization of "public" education and its
functioning.
In this sense, "phonics" as the traditional practice of forcing kids to
memorize phonics' rules is very congruent with institutional practice of
forcing teachers to teach in ways prescribed by the state/district/school
authority.
