Chuck,
My class just spent an hour (last week) addressing the same issue
of " rules." The way we interpreted it was to think of it as the
beginnings of
the linking of concepts and imagination through play; a theme Vygotsky
develops further in some of his other essays. The concept of "sister"
has some rule governed aspects to it--two individuals of the same
generation, etc. I think the contrast here is with constrains that are
part of an object versus constrains in play that are part of a concept.
Thus the developmental shift of which he writes,
