I need to clarify that what I'm looking for is a highly scripted curriculum package--a particular program to teach some content area to kids in a certain grade-level range.

David, I've studied several such school (see attachments). The one labeled Acquiescence is about as tight a curriculum as you'll ever see, and the district is http://portal.fultonschools.org/Pages/default.aspx.
As I understand it, they backed off such a "tightly held" approach after my study, though, and now I see it's an all-charter district, whatever that means. The Praxis article took place in http://www.gwinnett.k12.ga.us/gcps-mainweb01.nsf which is still pretty curriculum-and-test driven, and proud of it.
