The evidence is pointing to the fact that civil liberties underlay this
initiative, and one is led to think of these questions: What kinds of people
constitute this Board of Regents? What kinds of Americans are going to be
oppressed by this regulation? Does this initiative give political power of
one over the other? And, if so, is that contrary to the Constitution of the
United States?
