                       Regional group joins anti-MCAS coalition

An organization of New England college admission and high school counselors has joined a coalition of groups opposing the MCAS examination as a graduation requirement for Massachusetts high school students.

Saying that a test should not bar students from higher-education opportunities, the New England Association for College Admission Counseling and its parent organization last week also sent a letter to US Secretary of Education Rod Paige. In the letter, they argued that students who fail the Massachusetts Comprehensive Assessment System exam but who earn so-called ''local diplomas'' being considered by a handful of districts should receive federal financial aid for college.

State education leaders have declared such diplomas illegal, prompting federal officials several weeks ago to say that students with non-MCAS diplomas would not qualify for financial assistance
