I do not have Seth's email handy, and this issue probably goes the exec
board of ISCAR, but Seth said he would be reading discussion of Iscar
papers and King is our official linker so can pass the word, and in addition,
perhaps individual xmca-o-crats would like to make use of whatever
possibilities this grant source offers. It involves Rossia so if you are
not interested, delete now!

The Foundation for Russian American Economic Cooperaton (FRAEC) has just
released a Request for Application (RFA) for the US-RFE Partnership program.
The RFA outlines grant opportunities between US organizations and Russian
organizations in the Russian Far East. For more information on the US RFE

The PartNER program is a three-year, $3 million project designed to spur
social and economic development in the Volga Federal District (VFD). Funded
by USAID, PartNER is the newest stage in the development of Russian-American
partnership projects. By facilitating and strengthening partnerships between
organizations and institutions in the US and Russia, the PartNER program
will benefit the most vulnerable groups of the society--women, youth,
elderly, unemployed, and people with different abilities, who need
assistance to reintegrate successfully into their communities.
