This one's as technical as reading an authorized web page to see what's on
the list before acting. It's not as if there is never any damage done.
Virus hoaxes cause people to do damage to their computers, lose productivity,
and become embarrassed -- and while the hoaxes so far have been relatively
harmless, that can change too. It is a social predisposition that the
perpetrator exploits, and quite possibly for more devious ends.
