BOYNTON BEACH, Fla., May 10 (UPI) -- A Boynton Beach middle school will =
lose 40 percent of its teachers at the end of the school year. =
Thirty-one of the 84 teachers at Congress Middle School are exercising =
their right to leave a magnet school after one year. Toni Hornyak said =
she was disillusioned by the magnet program at Congress Middle, a math, =
science and technology school. Hornyak said, ``The magnet was a huge =
disappointment. Technology was better at other schools that had no =
magnet funding at all''. Any teacher who teaches at a magnet school in =
its first yeasr may leave without giving an explanation.=20
No one in Palm Beach County familiar with magnet school programs =
remembers such a mass movement by teachers at a magnet school.=20

SPRINGFIELD, Ill., May 12 (UPI) -- The Illinois House is giving final =
legislative approval to a measure giving state income tax credits to the =
parents of children in private schools. The House today voted 62-52 on a =
bill by state Rep. Kevin McCarthy, =20
D-Orland Park, that gives credits of up to $500 for people who can =
document they spend at least $2,250 per year on tuition and other =
expenses for their children.=20

McCarthy argues such parents deserve help in paying their childrens' =
educational expenses, while the Catholic Archdiocese of Chicago wants =
the credits in hopes more parents would put their children into the =
financially struggling parochial school system.=20
This is the second time this year the Illinois House has voted on the =
concept. Earlier this year, the House voted for a tax credit bill that =
also included a requirement that public schools get at least half of all =
new state tax monies.
=20
But the state Senate did not like the latter concept, and approved its =
own bill calling for just a private school tax credit.=20
That bill was the one considered by the House today, and its approval =
sends the concept to Gov. George Ryan, who promised during his election =
campaign last year that he would sign the measure into law if given the =
chance.=20

Ryan stood at Illinois House Speaker Michael Madigan's side and spoke =
with Republican collegues as the House debated the issue. Illinois House =
Minority Leader Lee Daniels, R-Elmhurst, says he sees the issue as one =
of ``equity'' in education quality for all school children. ``Why is one =
set of children (those in public schools) worthy of aid from the state =
while another group is not?''=20

Critics include the American Civil Liberties Union, whose attorneys =
already are drafting a lawsuit against the state claiming the bill is a =
violation of the concept of separation of religion and government. ``I =
believe the supporters advance the cause of religion; that is not =
acceptable under our form of government,'' Illinois House Majority =
Leader Barbara Flynn Currie, D-Chicago, said.=20
Even some lawmakers who support private schools were wary of the bill. =
``In an indirect way, this is a state funding of private schools,'' =
state Rep. Vince Persico, R-Glen Ellyn, said. ``Are we giving government =
the ability to dictate to private schools if they accept this money? ``I =
think our constitutional responsibility is to provide public money to =
public schools,'' he said.=20
