Message to Congress seem to be having an effect.
See this week's issue of Time for how strong the political forces are who
are behind this terrible bill.

Subject: HR 2614 MarkUp 22 October

The House Education and the Workforce Committee will be marking up the
Reading Excellence Act, HR 2614 on Wednesday 10:30 am. This will be an
interesting markup because many republicans on the committee are not
infavor of this measure -- and the same is true of the committee democrats.
The Administration came out against the bill because of it's definitions
(federal intrusion) and the voucher plan for after school tutors.
