Request for software recommendation

I am looking for a software package which I would call an "idea
manager." (I don't know if such a thing exists, but I think I've heard
of them.) I'm thinking of something like hypercard on the Mac, which
allows each idea to be stored on a "card," and then allows arbitrarily
complex links among cards. Thus I could enter each "idea unit" and then
link it to all of the related ideas.

The difference from hypercard: I then want to be able to use this "idea
network" to generate a linear text or outline, slicing across the network
in different ways. This is the critical feature, since I'm using this to
develop a book. But an outlining software is not enough, since I don't
want to *start out* linear, I want the links to be multidimensional and
then later to let a linear structure emerge.
