Dating back to 1928, in English, Luria has promoted  both of these ideas.
The bibliography is at luria.ucsd.edu or somewhere on the lchc webpage. I
have a summary of these ideas in *Cultural Psychology* and there ought to be
a lot
of evidence in the book edited by Anna-Lisa Christianson in the book Ulvi
told us about.
