Boris answered as follows (hip shooting translation):

Mike,

For the moment I cannot concretely answer (the question), what concrete did
Vygotsky understand by "problem" in different contexts. But usually the
words "problema" and "vopros" are referred to rather clearly and simply: a
problem-is a question, which has scientific meaning, that is, it is posed in
the process of scientific analysis and which call for research. Strictly
speaking, any scientific article or dissertation should begin with the
formulation of the problem being studied (although, sad to say, not a few
articles do not have a fully realized problematic). Vygotsky often used the
word
"problema" not for a specified concrete questions, but more as a way of
indicating a generally understudied or large contradiction in some theme or
area (thought and speech, development, and
others). Voprosi Psikhologii - Problems of psychology, but there exist
journals in which the word "problema" is used: Problems of informatics law,
problems of the far east, problems of prognosis,
problems of contemporary economics, etc.
