single test instrument or procedure point to the need for multiple
sources of data in high-stakes decision-making. No single test score
or indicator should be used to identify (not diagnose; can we get
away from the medical terminology?) disability. Such decision-making
must take into consideration alternative data sources (e.g., work
samples, observations, anecdotal information) in addition to the
"scientifically normed tools."
