Sure, Eugene, there is a relationship between transmitting and mandating.
The atomistic assumptions of the phonics-before-comprehension approach fit
the atomizing, fordism, of large bureaucracies. Fits teacher-proofing, etc.

Reading aloud, according to research carried out at LCHC, interferes with
learning to read, but it is a perfectly understandable control mechanism
in a variety of widely deployed educational contexts.
