At various times the terms assessment, evaluation, measurement among
others have been used, more or less interchangeably. My personal belief
is that we burn terms out because they begin to take on negative
connotations. The most recent such term ( a sign of the meanness of the
times) is "high-stakes" testing. Stakeholders are all those with an
interest in the system: students, teachers, tax-payers, parents
administrators, voters etc.
