It's unclear from the State of the Union whether clinton's education
program includes the Reading Excellence act which is now in committee in
the Senate. It passed the House on a Saturday afternoon just before
Congress adjourned in December as part of an apartment deal that gave
Clinton his national reading and math tests and the Republication their
reading phonics mandate.
There is a very well organized, well connected and well funded campaign
behind this bill- which is in no sense in the middle of the road (its
all one-way.
