Elice-- Piaget flip flopped on whether formal operations would be
universal. Early on he said no (the book with inhelder on formal
operations). Then he said yes, only rate of acquistion differs. Then
he said no again based on cross-cultural evidence. Then he said
yes again, but only in domains of specialization (this was in 1972).

There is another book by Dasen,Berry et al, 1992 I believe, with more
on this topic if it is of sufficient interest.
