Jay's views on coercive control are interesting. But he seems to be
limiting the coercion to maintaining the status quo against change. In the
case of the California and federal reading laws change is being coercively
imposed on teachers and learners.

Such coerced change is inevitably resisted leading to escalations and ever
tighter constraints. That's already happening in California with paradigm
police set up to decide what teacher educators and teachers can and can't
do, and teachers resistence is mounting.
