For your information. It is importan that we tell all Congressmen now that
this is a bad bill which impse a national reading curriculum and
methodology on schools in all states by controlling how federal money may
be spent. It would create blacklists of individuals and universities and
force a curriculum on teacher education programs. The sad thing- and
perhaps the most telling- is that the passing of the bill in the
committee- by voice vote-was treated as non-event by the nation's press
including the education press.

By a voice vote (which means no one is on the record) the Reading
Excellence Act was amended and sent out of committee. It=92s next formal=

stop is the process is the floor of the House, however between here and
there will be another round of negotiations and changes.

The markup started with an announcement by the committee chair that someo=
ne
had been passing out bad information to the whole language crowd in
California and that they had been calling him up until 3 AM. (No one lik=
es
being called at 3 AM.) The second announcement was that the amendment
linking the national test and the reading legislation was not going to be=

offered by the Republicans.

The Democrats then started with their amendments. The key one was
withdrawn. This amendment was to strike the voucher like provision of th=
e
tutor assistance grants (TAGs) which allows for parents to select a tutor=

from an approved list of the local school and the federal grant would pay=

the bill. The agreement was that between now and consideration on the
floor it would be negotiated. (The reason the Dems withdrew the amendmen=
t
was that without their support the bill would have not gotten out of
committee and they want to move a bill so they have something to work wit=
h,
the Republicans view this bill as creating a new program, something they
are against but do not want to be seen as blocking.)

The chairman moved to substitute his bill for an amended version of HR.
2614. He outlined the changes, including a stronger role for the Secreta=
ry
of Education in the evaluation process and the grant process (this change=
s
the role of the peer review panel in determining what are the research
models that would be the basis of the local programs). A complex text
wasn=92t handed out this morning.

There were several other amendments before the 2:45 adjournment of the
committee, but the important part of the process is that a bill was moved=
,
it is clear that Mr. Goodling is trying to protect a program that will
provide funds for professional development and that he has had to negotia=
te
with his conservative right on research issues and the TAGs and the
Democratic left on community involvement.

The key question as to when will it go to the floor is unclear, most like=
ly
in a few days we will know when the Congress will adjourn for the year an=
d
how soon the negotiations will take place.
