Malaysia&coercion

Hi there,

I just returned from Malaysia and found in my e-mail two discussion
which could be combined.

On the pages of local newspaper there was a hecitic discussion if
the use of cane should be started again in the school because of
disciplinary problems. It seemed to me that the main problem in
this discussion was only technical details: should the teacher report
his/her decisions of using cane, if it would be better to have
people witnessing caning or not, can teacher make decision on caning
or should it be delegated to the principal, how much force is allowed
to use in caning etc.

The paper reported that Japan is keenly interested to take the
same step.

I guess this is well in line with the general cultural climate
of the country.
