Jay's message reminds me that Bill Blanton asked for refs on the basic
skills versus basic activities distinction. This can be found in an article
by Griffin and Cole, "New technologies, basic skills, and the underside of
education" in J.A. Langer (Ed.) Literacy and culture. Ablex, 1987.

OThere Peg Griffin and I argue against a bottom up, skill approach and point
to the way in which it is used to cause mischief in education.
