I agree. Knowledge and skill acquired during intentional
goal-directed activity is remembered better that knowledge and
skill acquired under other conditions. To this we can add
activity mediated through tools (basic skills).

It seems that there is an expectation in schools that transfer of
basic skills is expected to emerge effortlessly as the result of
an introduction of the skill and about three practices (often
decontextualized). So along with the idea of basic skills as
basic activity mediated through tools, we need to conceptualize
ways of socially arranging school settings for transfer.
