The quick answer I think is 'no', the networks determine
themselves/each other, in a rather self-organizing manner.
_We_ as actors within these networks may decide to partition
them in various ways and try to establish 'influences' among
parts or subnetworks, but this is all internal and so far as
I can see arbitrary except for the very real limitations of
the resources available for doing so in the networks as they
are at any given time. These resources are not, of course,
merely in our theories and discourses, but also in the
behavior of our material tools, instruments, bodies, etc.
