Welcome to xmca.
There is a veritable cottage industry of researchers
working on theories of rational number concept learning.
Contributors included Les Steffe, Doug Owens, Merlyn Behr (recently
deceased), John Olive, Dick Lesh, Tom Post, Tom Kieren, and others.
A good source is "Number Concepts and Operations in the Middle Grades"
published by LEA and NCTM, 1988, as Volume 2 of the Research Agenda
Project. The volume editors are J. Hiebert and M. Behr.
There's a more recent volume edited (I believe) by G. Harel and
J. Confrey, and published (I believe) by LEA.
