Maybe not broken, but anachronistic and not responding to nor using the potential of new conditions. Horses and buggies and the entire economic system based on animal transport were never broken, but they were superseded.
Refereeing was born in the seventeenth and eighteenth centuries in the context of societies and academies attempting to exert authority over nascent inquiries and allocate limited and expensive publication space--as well as maintain the economic value of "quality publications." Further, at the beginning, academic societies had minimal connection to universities and nothing to do with with university employment or the organization of university departments. While the kind of refereeing initiated by the Royal Society in the eighteenth century has been a successful solution for a couple of centuries, much has changed in universities, technologies and media of publication the business of publishing, institutionalization of disciplines, temporalities of communication, and the economics of publication and distribution, as well as the size and diversity of research communities and the value of that research for different segments of society. Each of these changes has brought pres
sures and tensions into all aspects of the academic publication system, including manuscript review and selection.
New technologies have been catalytic for experimentation to respond to changing conditions. Congratulations, Eugene, for being part of this moment of reconfiguration. I am not sad; I am optimistic about the future of knowledge. Let's see where this all goes.
