I think Cathrene is right.
As far as I know, there was nothing objectionable about the language of
the law requiring "Reading First" programs to be supported by evidence.
But the programs in New York were shot down by Bush's ed department even
though the NY people thought they had massive validating evidence, since
the folks in Washington had their own ideas about validity, and evidence.

The question is, "WHO will determine what is appropriate and HOW will they assess it?" This goes to the heart of Vygotsky's work.
