Regarding national ed policy in the U.S., for what it is worth, the newest issue of Harvard Educational Review is devoted to writings about Obama and education: http://www.hepg.org/main/her/Index.html

If you're university subscribes to the Metapress database, then you can access the entire issue. I'm attaching my contribution, which sort of laments Obama's ambiguity on key issues and the problematic appointment of Duncan as Sec of Ed.
