What's so striking to me is the similarities between the Decree's stated
purpose of ending the practice of blaming kids for their failures, and
making teachers more accountable for teaching non-mainstream kids in light
of their cultural frameworks; and modern calls for the end of discriminatory
teaching practices and such vehicles for instituting them as tracking. And
yet the Decree became repressive if not downright lethal for those who
questioned it.
