In the 1990s, Boeing began to build the tails of their 737s in Xianyang, a town near our hometown in western China. I met one of the factory inspectors out there, and he told me that they (the factory inspectors) could easily scupper the whole Boeing operation in China if they wanted to because of something he called "management by government". Apparently he meant that managers were legally liable for accidents, and even for not meeting contracts. I asked him how that was different from American practices and he couldn't explain. Now I know--in America they can actually do it to OTHER companies!
