[xmca] Cobb, McClain, and unions

Well, the "uniion" was not the problem. It is much more the gevernmental
mandates for testing. The union in Arizona just determined thing such as
how many sick days, etc. What happened was that the state legislature
then tied money to test results. the Union was basically not even in this
conversation. So the teachers are slave to the test. What was interesting
was to try to understand how the two disticts we studied worked "around"
the state mandates, if at all.

P.S. would have enjoyed the conversation. Paul may have a totally
different take since he is much more up to speed on district level
engagement than I.
