Hmm... Free Will is exactly what I'm working on, but with "free" as a verb, not an adjective. Coincidentally Weber's Economy and Society identifies aspects of culture, such as bureaucracy, in which free will is in the realm of fiction.

It would seem that in a cultural psychology agency will happen. Without proof my gut tells me it's inevitable. The question we may actually be interested in, if we, as investigators, investigate ourselves critically, is this: How do I initiate an intervention to assure that the people who I am meddling with have agency for their own change THAT I VALUE?"
