I suggest looking for recent articles by Paul Cobb, Ellice Forman, Anna
Sfard, Jim Greeno and their colleagues. Also, a few years ago, an
interesting book was published on sociocultural issues of math education:

 

Atweh, B., Forgasz, H., & Nebres, B. (2001). Sociocultural research on
mathematics education: An international perspective. Mahwah, N.J.: Lawrence
Erlbaum Associates.

devoted to sociocultural issues:
