One of the biggest puzzles to me in the whole thing is why was the student
being "punished" in English? The natural discourse of complaint in the
school is Welsh.

The girlwould be 12-13 yrs ld by the way.

Drawing lines:
I am expected to assess my trainee teachers on their capability in
teaching "core skills"... One line I have to draw is one which I have to
assess my trainees on their ability to assess the core skill competence of
their students (This is the language of the overnment specifiying the
content of teacher training courses in England and Wales (not Scotland)).
