fluency in writing

Hi,

I've recently been thinking about the definition and measurement of
"fluency in writing" in connection to my study on the assessment of
written compositions. The compositions I am looking at were written by
learners of Japanese as a foreign language. I would greatly appreciate
it if anyone could share some thought on this subject matter from both
first (native or L1) language and second (foreign or L2) language
perspectives.
